basically, it goes off of the What-if mission for the resistance where you blow the reactor. The massive amount of radioactivity gets to everybody but a select few Civilians and Security underneath the Founders Tower that managed to escape. This area underneath the tower is the only bastion of Safety in the entire ark, and the ghouls Know that.
Essentially, the goal of the mode is to simply survive. Each person has a set number of lives (or there is a lives pool, whichever works.) As well as Protecting the Women and children that remain untainted by the Radioactivity. Much like a simple horde mode, only with Fallout-esc Ghouls since the game was helped along by Bethesda.
You might wonder, "what would all the classes do?" well, i have that answer.
Typically, one would think that the engineer would be the best. This is not the case.
Engineer: He has the ability to build walls to hold off the horde for just a while longer. Build turrets and Place down pyro mines. One thing might be that for this mode, the regular mines and Pyro mines would switch to that you can place 2 pyro mines and have 1 regular mine.
medic: Typically, the medic would help out by keeping everybody alive as well as buffing them and doing what the Typical medic does.
Soldier: This is the best class for the mode in my opinion because of his multitude of grenades and unlimited ammunition. Especially since fire is one of the best things against ghouls. Not to mention he could arm HE Charges and throw them into a large group of zombies.
Operative: One might think that the operative would be the most useless in the mode. But this is not the case. Anybody thinking of "Mobile Land mine!!" yes! the operative can run out as everybody is trying to refill ammo and recover then Get downed and use his cortex bomb to send ghouls flying! He could use his Caltrop Grenades to slow down ghouls for just long enough to clear them out, control the engineer's turret to clear a hallway, use his Sticky grenade as a land mine, or cheat with his UAV explosions!
Finally, I was thinking that there could be either a money system to try and unlock weapons Kind of like Call of duty World at war, but since call of Duty svcks (so sue me) I was thinking of restricting certain weapons. Like the EZ-Nade launcher, Gotlung gun, Chinzor, ECT. Or unlock them at a much higher wave.

Another Idea Darkkillas had that We worked on was what if the Heavy had areas that only HE could get to? Such as lifting a wall panel up to get through and flank the enemy. Also, he might be able to literally Punch open a weak wall without taking the time to Plant an HE charge.
Finally, The Heavy and Light might be able to work together. A rough Idea that both Darkkillas and I came up with. The heavy would be able to grab the light character and Chuck him ahead of the group or into areas that you actually cant get to at all unless you were thrown. Such as on top of a roof to snipe or throw him at a running enemy that has say the Vaccine from container city and knife him in mid air.
An idea I had myself that might work is that Every body type can have every weapon. Now before you rage, hear me out. Say a light character tried to use the Gotlung gun. He would have extremely impaired accuracy and either couldn't walk/run while firing it or could only walk normally/very slowly. Possibly only being able to move/run slower then normal when they had the gun out. Or when he shot the hammerdeim (heavy shotgun) he would be knocked back a bit or even take a little damage from the recoil. The same sort of penalties would come with every gun, even regular assault rifles. There would be accuracy and movement penalties. Even the medium would be impaired by the heavy weapons.
Anyway, those are my ideas. Hopefully a higher up takes notice.
