There is a quest called "The Silent Treatment" in which you help the NCR interrogate this prisoner. If you save before you go in the room and reload the game, you wont be able to get inside the room again because you require the key. The quest disappears from your quest log and the girl your suppose to talk to acts like the door is open and is waiting for you to beat the prisoner up.
