I thought this was OK according to the lore that surrounds her, considering that she was the bearer of the children of a primordial eldritch abomination whose whole existence is the absences of existance. So I thought that audible silence meant somthing.
It made it 10x creepier with the eldritch glow fading in and out around her fetid skull and the voices projected into my head by just reading the subtitles. I thought the developers did this on purpose. Untill I looked up a video of the quest on youtube, and found out that she did have a voice. It was what I expected to hear the first time, some whipsy old ladies voice telling me that I'm someone special.
Funny, a bug made the game more immersive for me.
