BUG: Sound Files not added to BSA Archive

There seems to be a problem where voice files that are created in the dialogue windows are not being added to the BSA package during upload to Steamworks.

Steps to Re-produce

1. Create a new dialog topic and info.
2. Go to the info "Edit Response" window.
3. In the audio section, click the record button.
4. Record voice audio From WAV
5. Preview the audio, notice that audio plays as expected.
6. Click OK
7. On the Topic Info window, click OK.
8. Click the File menu and choose "Create Archive".
9. Notice the sound files do not appear in the "Required files for altered forms" window.
10. Click Pack files
11. Go to the location on the hard drive where the BSA package is located.
12. Notice that the BSA package filesize is too small for the sound content that it should contain.
13. Using a BSA unpack application, extract the BSA package. Notice the sound files are missing.
14. Within the Creation Kit, upload the MOD and BSA to Steamworks.
15. Download the MOD to a computer that was not used to create the MOD.
16. Play the MOD. Notice the recorded voice/sound files do not play.

For the time being, I've had to seperately create a ZIP file containing my sound files for people to use. Obviously this is NOT the best way to distribute loose files as it doesn't auto-update with the MOD.
