When I started this quest and talked to Fantastic I killed him for daring to steal from allies the NCR and being generally annoying. The strategy guide stated that this would cause no problems with the NCR people. I then completed all the objectives to the quest and routed power to the strip and the airport. I did not activate the weapon. I then went to complete the quest by talking to Ignacio Rivas. This is what the quest log told me to do but talking to him did not end the quest. I'm guessing that I needed to talk to Fantastic to end it based on the power routing option I chose. Due to my save files all being later than killing Fantastic I am now having to restart the game.
