i have a bounty in markarth and it is impossible to get rid of it.

i did the mission where you had to escape cidna mine which gave me a bounty, i then tried to clear my bounty but it wasnt possible because everytime i spoke to the gaurds there was no option to pay off my bounty, when i selected the option "i submit take me to jail" the guards would reply "you will never see the sun again" and then it would give me the option to say "whats the problem" and no other. the gaurds would then say stop you have committed crimes against the city of markarth, what say you in your defence?" and it would just continue in a never ending loop. I managed to get my bounty removed by taking over the city with the stormcloaks but after i did a mission with the dark brotherhood where i had to kill a chef in understone keep i had the exact same problem again. I dont think this is one of the bugs that has been fixed and it causes me massive problems.
