I reforged the an amulet that originally came in three parts (I forget its name), but it is suppoed to increase magicka 30, health 30 and stamina 30. None of my health/magicka/carrying_capacity goes up when I wear the amulet.

Is it bugged? Or might it have something to do with the patch that screwed of resists?

The Gauldur Amulet, you mean. Yeah, Mine goes up. But Carrying Capacity isn't affected by rings of stamina and such so that's not different. Go to the skills menu. If they're in Green, they've been raised. Personally, I find that amulet a life saver.
