Hmm... not NCR friendly Boone and Cass. Not Arcade, who will complain if you bring him to their fort. Not Veronica, since Caesar wants the BoS gone. That just leaves the schizophrenic Nightkin and the ghoul gunslinger, I'm afraid. I have YET to even survive the trip up to Black Mountain, so he might be somewhat sympathetic. I can at least tell you super mutants HATE the NCR and those two are from super mutant communities, which might help.

Lily and Raul are probably neutral to the Legion.

I haven't got them yet but from what I've seen, I don't see why they would go either way.

I'm not sure Lily even knows who Caesar is, actually... but she carries a sword, so hey! :goodjob:
