No calipers? What the hell, Bethesda!

I can't believe they took out callipers. How much more can they dumb the game down? I really miss all the things you used callipers for in Oblivion. At this rate, TES VI probably won't have tan jugs!

Could be, but THAT quest itself is an easter egg in reference to the huge amount of complaints about oblivion and how everyone locks calipers behind very hard locks. So you wasted your time picking a lock for 10 minutes and all thats in the hardest lock around is 5 gold and a pair of calipers.
They added that quest in for shivering isles because it was one of the biggest complaints about vanilla oblivion.
