Calling all Drummers!

Hello CD.

I have a predicament. I play the drums, and am generally able to tune them pretty well, however, one drum does not stay at a constant pitch when I play it. It fluctuates almost an entire half step, making it pretty unpleasant to listen to. Can anyone help?

I am guessing a quick loosening or tightening of the drum skin (cant remember the actual name) using the bolts on the rim did not work?
I do not know what could cause it to fluctuate like that rapidly unless the skin itself was slightly warped, not much, but enough so that the tension could vary greatly, while still maintaining sound.
