Camera movement creates "Ghosting"

My brother just got Skyrim, and I noticed when he turned the camera to look around, it took a second for objects/models to "catch up" creating a ghosting effect.

The only specs I know of his machine is 2GB RAM, GTX 460, XP 32bit, all updated drivers running on high settings.

I was just wondering if anyone had experienced this and might have a solution?

If what you're describing is ghosting, it's usually caused by the TV or Monitor. Which and what model is he using?

If its something to do with the game, then it could be the fact that he has 2gb ram and is playing on high settings lol.
