I've been running Skyrim in a window which seems to improve performance quite a bit on my system. However I noticed interiors were a little too bright for my taste and upon trying to adjust I found the brightness slider doesn't do anything. I tried running normal (unwindowed) mode just to make sure and the slider works fine in that mode. I'm also pretty sure bloom is not working in the window. Could this have something to do with my desktop settings maybe?

It only works in full screen or borderless windowed mode (mod). This is typical as it effects the gamma output, rather than the color output... Most games do this and it's annoying -.-
