[HELP] Can Block + Attack have it's own effect?

I've designed a sword, but I've yet to put it in-game (still working on touch-ups). It will work like any blade and deal normal damage when swung, but I want it to have its own special effect when you 'parry' I guess it's what happens (hold block & press attack).

For instance, doesn't the torch deal minor burn damage? I want it to do the same thing, but something along the lines of poison or bleed-out.

On the same note, I'll even take the fire burning damage if possible without the enemy set on fire.

Check out Windshear in the CK. It's a scimitar that has a paralyze affect when you bash with no shield equipped.

I imagine it's done by scripting Windshear to add a perk when equipped. This perk checks the current player conditions (equipping Windshear in main hand, off-hand is empty), and then uses an entry point to apply a spell on bash.
