So I finished the imperial questline, taking over Windhelm, in all the preceding holds w/ houses I would take that city for the imperials, then buy the house and become thane. Usually it would take a few days for the change in power to happen, but w/ Windhelm the stewart keeps saying it was damaged in the siege pretty much and isn't ready yet but it's been well over a month in game and the house is still damaged, ulfrics body is still laying there along w/ his housecarl and Whiterun is still damaged from that quest ever further back than riften or dawnstar, seems like respawing or reseting of the world isn't functioing properly

kind of a shame, i've got all but ! deadric artifact, all dragon priest masks, all shouts, all guilde quests done but can't get all the houses or become thane of every hold

did you do the blood on the ice missions before the civil war? if not your kinda out of luck and wont be able to buy the house... ever.
