A while ago, I downloaded the official high-resolution Skyrim texture pack. I later decided to delete it. I'd like to use it again, but Steam says that I already have it and thus won't allow me to download it again. Is there a way?

Yeah just verify the file integrity, it'll detect the texture pack DLC is 'missing' and redownload it again.
