Why is it that it's possible to kill pretty much any other npc in the game, except children?
I realize it's a bit nitpicky, but if you're going to play an evil character, and you want to take out the children of your enemies, shouldn't you be able to do so?

You can literally follow any child npc around pelting them with whatever weapon you wish, and they will not die.
In fact, you can't even kill them via console command; it simply does not work.

Why is this? In a game where there is swearing, dismemberment, six, drugs, and all kinds of other potentially offensive content, why omit this?

People don't like talking about it, but the bottom line really comes down to this. If child killing was in the game, the game would not be in the shops. which would you rather have?
