ive heard fallout 3 was moddable on the 360, so will we be able to mod new vegas with a ps3?

No, it was never moddable on the xbox and neither will it be so on the PS3.

No mods on any consoles. The hardware will not support them, and Microsoft/Sony will not allow them. Its just not going to happen.

As others have said mods are exclusive to PCs for NV and were exclusive to PCs for FO3. Neither console is a fan of user-made mods, not even Sony who does allow them for a few games (like Unreal Tournament). They're generally seen as a security risk and problematic for the stability of the system - maybe the next generation consoles will be more supportive of them but for now it just isn't going to happen.
