I head for the winterhold camp, speak to Rikke, and am given two options: Why do you support the Empire? and What will it take to end this war? She has a quest arrow above her head, and I'm sure she's the one I need to report to, but I can't. I'm stuck, despite having done this quest once before, on an old save, without issue

I'm having the same problem. I tried waiting and doing other quests but it doesn't help.

This is the first real problem for me. Skyrim runs pretty well and stabile on my old rig.
So I hope that at least the quest problems get solved soon.

When it happened to me, I just waited 24 hours. Problem solved. For me at least. It seems to only happen if I fast travel near to the camp, or something.

I just got this issue as well. Tried numerous things but still no go.

This is a known glitch which generally fix itself...
When it has happened me, i went to a stormcloak camp to slaughter someone, when ive returned to legate Rikke (1 day passed i think, maybe more), the dialogue option was normally present.

In the bugs section the problem is addressed and several hints are given to unblock the dialogue line... i think however that it's somehow just a matter of waiting some time.
