He just stands around his cart after I did the quest for him, why not. Then again, I did not do the DB Quest line yet.

I'm sure he becomes non essential along the DB questline, as you are given the option to kill him. So provided that you have completed the main DB questline, I don't see why not.

That is what I wanted to know. Does Cicero become essential again,after the DB questline is finished?

Yes. For whatever reason, he becomes essential if you don't kill him at the designated time.
