Can SkyProc add perks to NPCs?

I know that the only way to add perks to NPCs is to do so in the CK, you can't do it dynamically ingame. (Unfortunate)
I'm wondering if SkyProc basically adds stuff to the NPCs out of game, or in game. I have an idea for a script that will basically dynamically add appropriate perks to every NPC in the game, but first I need to know how SkyProc even works.

Something else thats frustrating me. Every document I can find on installing skyproc indicates that there is a levnifty and lefgui .jar file that I need to import inot Netbeans.
Problem: No there's freaking not. I've looked. There isn't even a library folder like there is supposed to be in the 1.3 release. I'm so confuzzled.

Okay, after looking through the "Getting Started" page thoroughly, I understand NONE of it. It's more like a "Getting Started assuming you already know everything you need to about how I set up my file structure as well as Java SDK manipulation and all the terminology I'm inventing as I go along"
Does anyone have a true beginner's guide to SkyProc?
