can someone tell me why the mutants talk

I don't think the Mariposa batch really had "genders" either, they just had a less destroyed memory from the rigors of mutation and remembered what gender they used to be.

They do and they have genitals to prove for it. They are just sterile cause FEV corrects all the flaws in living cells. So reproductal cells have only half of the chromosomes, which FEV considers as flawed and so it corrects the cells by producing all the "missing" chromosomes, thus making the Super Mutants sterile. The fact that Mariposa Super Mutants have genitals is proven in Fallout 2, as you can take Marcus to brothel in it.

The FEV used to create the supermutants on the West coast doesn't always make the subject stupid. In fact, in some rare cases is even makes them smarter. Some still end up as dumb as a sack o' door knobs, though.

This.

The original batch that the master made from "Prime Normals" (ie, those who had little to no exposure to the radiation and FEV in the atmosphere from the explosion of the Glow, so basically Vault Dwellers) created intelligent super mutants like the Lieutenant. Later attempts once prime normals started running out were less and less successful. After the Master's defeat, some Super Mutants might have continued his work, creating the second generation of super mutants which were almost all quite stupid. As i understand it, the main conflict in the State of Utolbitha or w/e its called is that the smart ones and the dumb ones are having issues living alongside each other. Of course, then you show up and kill them all, although one possible plan to rescue Raul could be to let the mutants fight each other and sneak in.

Anyway, the Vault 87 mutants were made from a completely different version of the FEV virus, one that is much less interesting story-wise and makes super mutants who are not interesting characters but just a vermin to get in your way.

"steel be with you".

And also with you.

LOL!

Anyways, they're smart because unlike the total n00bz of Washingtons, the dudez at the Cali4nia were like "Let r Supur Mutanz be liek super SMartZ!" and they made the Cali4nia Supir Mutanz supir smurtz!

No but to be serious, in Fallout 1 and 2, the super mutants were no dimwitted rusted tools in the shed. Their IQs were OVER 9000! They were just made with a different type of FEV or chemicals. The super mutants of the CW were made to be biological weapons for use on China, I think that if the super mutants were smart, they wouldn't blindly attack people they didn't know.

Super Mutants are not instantly made sterile by exposure to the FEV.
They lose their sterility over time....

Just ask Marcus after you get him "hooked up" in New Reno.

Their sterility does come from FEV. You can still have six and be sterile. West Coast super mutants don't lose their six.

Not according to Marcus..

And I know about six and super mutants after loosing the arm wrestling contest. and waking up with an awkward message and a ball gag in my inventory. That was insanely funny !

Not according to Marcus..

The only thing remotely connected to that was his joke about getting the juices pumping again. Which was just that, a joke.

"While Marcus the mutant in Fallout 2 claims that "it only takes a few years to get the juices flowing again" (in regards to sterility), Chris Avellone, who wrote the dialogue said that it was just a joke." @ http://fallout.wikia.com/wiki/Super_mutant

So if you want to debate about this you know, who is the right person to debate with.
