Ya you can use it over and over for enchanting, or reloading weapons. Ya just have to relaod the star with a new soul afterwards.

Yes, it is a reusable black soul gem pretty much. I really like it for charging weapons when I'm out of a town since human souls are pretty easy to come by and are always grand. Its great for enchanting, I always use it first whenever I'm enchanting a valuable item.

Take your Black Star to Fellglow Keep.

It has an enchanting table just up the stairs and to the right after you come through the front entrance. All the enemies except for two wolves and a couple of skeletons are human, so you'll be refilling that Black Star constantly. Then just run back to the enchanting table, use it to enchant, and then go kill more baddies.

It's a decent place for enchanting lots of stuff in that way, and the enemies respawn at decent intervals.
