Can you install Enlightenment on Lubuntu the same way you can with Ubuntu through sudo apt get?

They're the same build, just a different DE, so of course you can

There's more difference between XP Home and XP Pro than any *buntu.

Sure you can. Although I can't help but wonder why you'd pick a distro with a specific DE, even though you know you'll install another DE/WM. Why not start off with Debian or Arch or something similar?

Because I want to be able to have a simple DE and a complex DE. I also looked up instructions for installing Enlightenment on debian and it seems more complex than typing sudo apt get Enlightenment.

Ah right, makes sense.

I don't know about Debian, but in Arch, it's just pacman -S enlightenment.
