I have only discovered how to reset your perks at the end of the Main Quest for now

You get a Book that leads to Apocrypha near the end of the main quest, the reward for completing the book is perk resets.

After defeating Miraak, you need to

read one more book to return to Tamriel: after looking at it once the skill constellations will appear around you; clicking on the relevant tree you want to reset will expend a dragon soul and give you the perks back.

Those aren't perks, so for the moment no, although I haven't discovered everything so who knows!
