Yes. It's still possible. I figure there are some dragons who question the might and authority of the Dragonborne.

Paathurnax states that he will try to teach the dragons the way of the voice but odahviing says that Paathurnax's ways are tyrannical for a dragon since it is against their nature. There will be more chaos as dragons will do what they want.

Actually the dragons in my game fly backwards so they dont attack me now thank you bethesda!
