Thiis has probably been noted before, but how come the Legion's mongrel's look a hell of a lot more healthy than the mange ridden NCR dogs, is there a reason behind this or just a rehash of the mangy FO3 dogs?

The mongrels are wolf dogs most likely beaten into obedience.

My theory is that NCR dogs are old war-dogs that have seen a lot of battle, whereas Legion Mongrels seem to spontaneously die mere moments after I've laid eyes on them.

Its ironic that the Legion Mongrels are level 1 and the NCR Guard Dogs are level 5. But, who cares about low level dogs that you can kill in 2 seconds with a hunting rifle.

If you talk to Antony standing next to Lupa outside of Caesar's tent, you get the story about their dogs, their training, where they came from, and why they get such good care.
