Im working on the promises to keep quest and Im trying to inform Maven of the plot to steal frost, but Maven is nowhere to be found, Ive looked in the bee and bar and the mannor. she isnt Jarl yet so she not in the keep

She wanders all around town, I saw her in the Black Briar Meadery once, might wanna try there.

I usually run into her while talking to the Jarl at around that time. Did you check in the keep?

She sometimes sits alone, upstairs at the Bee and Barb Tavern in Riften.

This is usually where I find her when I'm completing quests that involve her.
