The "application load error 5:0000065434" error is a Steam error that generally indicates you are trying to run an illegal version.

It is definitely not a Fallout error, but one from Steam. So whether it's legal or illegal, Steam is not allowing you. So either something is wrong with Steam or your installed game. You'd need to resolve this with the Steam guys.

i just tried it again and it said "failed to initialize renderer. your display dosent suppoort the selected resulution please select a diffrent resulution in falout nv s display settings" so i tried that but the resolution bar is blank it dosent show any thing to select.

Try updating you video drivers.

The renderer is the aspect of the game that renders the graphics on your display. So what TheChosenOne says, install the latest drivers for your ATI Mobility Radeon HD 4570, yours are from 2009. Steam has an easy option for it under it's Steam menu > Check for Video Driver Updates.

What kind of monitor do you have? You seem to have generic pnp drivers. You should get a proper monitor driver.
Check your monitor manufacterer website.

I read this a being a laptop or notebook. It has a "Turian" CPU, and a Mobility HD 45xx- something graphics device, after all (not really anything great about either of those for high performance, really) -- be that as it may, you should be asking about the display screen, not about any separate desktop style flat panel display (does anyone other than me, on a couple of seldom-used PCs in far corners of my house, still have CRT displays in active use?)

Incidentally, a screwed up install of Dx9c can also cause the game to be unable to verify that a given graphics device supports the SM-3 pixel shaders that are needed.
