Are you always near enemies? You can't level up unless you're in a safe place. Try killing every red blip on your radar.

What platform are you playing on?

We can have a Moderator move your post into the proper forum where you may get some knowledgeable answers. I don't remember this as a common problem.

I had this problem on my second playthrough. I had over 2000 xp and couldn't level up even if there were no enemies nearby. I found a suggestion on wikia to delete all of my game saves (including) the auto save and complete the tutorial first thing on my new playthrough. As soon as I finished the tutorial, it was suggested on wikia to immediately go to the outskirts of Goodsprings (before you get 200 xp), where the game asks you if you want to revise your character. I did this and was able to level up like normal. I play on 360. I apologize if my explanation is confusing.

Actually, your answer is insightful and not confusing at all.

I never realized that it might be possible to get out into the game world without passing the Character Recreation Check. That may be what is happening to the OP. It certainly makes sense.

I'm not sure what deleting the saves has to do with it. Just go back and make sure to save after getting the Check.

I'm not sure about deleting the saves, either...but it worked. You can't get past Goodspring without the Character Check, but I kept hanging out in Goodprings, doing quests and gaining XP before venturing out of town. Very annoying bug, though. That was pre-patch.

Well, I just tried it.

There are only three directions you can go from Doc Mitchell's house: North, South or East. I tried all three—even before doing the tutorial and I could not get outside of the Goodsprings area without the Revise Character Dialog popping up.

Now it may be different on the 360. If so you have found a genuine bug.

That's interesting. I usually spend quite a lot of time in Goodsprings and IIRC I usually go up a couple of levels before I leave.

I asked the Moderators to move this into the 360 Forum where you can have a more specific audience. Since I'm on the PC I can't be of much help.
