ok, so ive tons of people in skyrim with capes and such, know my question iS HOW IN THE HELL DO I GET ONE????!!!!

Redguard and Alkir outfits have built in capes. So does Nightingale armor and Royal Vampire armor (Dawnguard)

I really wish Bethesda would offer a few Clothing Package options to download for us console users. If they weren't free then I would imagine they would make a fantastic profit offering them for a cheaper price than more in-depth content downloads like Dawnguard.
