I think some people have misunderstood what I was saying. In the time I played the game at QuakeCon, you couldn't get into the strip. The casino was in the town of Freeside. I spoke with a guy at the front desk, and one of the dialog options was to ask if there were any jobs or something. He said he could use someone to collect a few outstanding debts. You were given a quest to track down three people and collect the money they owed the casino. I found two of the three people, and I didn't return to the casino. I guess you could collect the debts and not return to the casino keeping the money for yourself. I'm sure they wouldn't like that, but I don't know what they would do about it.

There are casinos outside the strip. I was just thinking that early in the game when you're broke, have crappy weapons and armor, it would be neat if you could go into a casino and take out a loan to use to get an early start with better equipment. Of course with every positive comes a negative, so the loan would have a hefty daily interest rate. After a certain amount of time passes, collection agents show up to collect payments on the loan, like the Talon Mercs or Regulators in F3 when your karma was very high or low. The collection agents shouldn't be easy to kill, and they shouldn't be impossible to kill either. If you kill them, your reputation in the town the casino is located in will go down (maybe to the point of being shot on sight of entering the town), the casino will put a price on your head, and now you'll have to deal with bounty hunters.
