why can't you cast spells underwater? or at least include a perk for doing so? alteration?

just thinking about it i feel like they could've made it interesting.... like maybe an alteration ritual spell quest which involves a completely underwater cave, forcing water breathing...

i mean i can see why you cant attack with swords etc but i thought at least magic would work.
