Changing of perk cost and perk pouints count : V

Hello, I will glad about any advices by next questions:

1. How to change count of Perk Points getting for level up? (And for specific level)
2. How to change cost for specific perk (how many perk points is needed for getting specific perk)?
3. How to change count of skill ups needed for level up (How many times you should increase specific skill for level up)?

Been looking for information on this too. I can't seem to find any scripts that handle it. It's possible this is handled in the engine side of things?
