The only reason to put ANY points into Perception is Better Criticals perk. And to get that perk you need 5 starting PER and an implant. Everything more than that is pure waste.

Cannibal is completely unnecessary, Geckos in Goodsprings Source respawn every 3 days giving you unlimited amount of food.

ED-E is a better spotter than Rex.

Quick Draw svcks.

You don't have Educated perk. Nor Comprehension. You won't have points for Explosives so Splash Damage isn't useful. You won' be able to max that many skills and still cover essentials you need to do the questing.

Minigun requires 10 STR, take intense training, implant and power armor to have it. Weapon Handling you won't need.

END = 8 and only 4 implants?

Not tagging Speech and Lockpick will set you back quite a bit early on.

VATS based perks are useless as is VATS in general.
