I found this by accident while I was tweaking my display performance. I set Grass Fade to 0 in Settings -> Display. In-game it's like a giant lawnmower has cleared out the entire Wasteland. Now any kind of collectible plant, like Xander Root and Jalapenos, stand out and are easy to spot even from a distance. Does make exterior views look pretty barren, though.
