There aren't any cutlery weapons, but if you're on PC, http://skyrim.nexusmods.com/downloads/file.php?id=9884 makes a lot of fun things (including forks, ladles and knives) wield-able.
I suggest you make your chef an "average joe", stick to towns and not-so-dangerous places. You can also use alchemy and make spices for your food. Mmmm...
Actually i just found them on one of my characters i killed off that had the house in Riften. a 1 damage fork and a 3 damage knife. gonna have to enchant them.

You will need the dual wielding (one-handed) perks for use with your knife and fork. You can buy Honeyside (the house in Riften) and then upgrade the decorations to get some cooking utensils. Also, I'd perk up archery for hunting purposes, using the hunting bow (long bow seems more like a military weapon to me). Stamina would probably be important. Any time I see chefs on TV they look like they are high on coke or something (think energizer bunny). Probably light armor would be a good perk tree to explore for the chef character. Sneak and speech would probably be good too. Chefs are always in the back out of sight (sneak) and a lot of TV chefs have a funny way of talking (speech).
