OK, I'm pretty sure I've completed the Civil War Quest line. Ulfric gave his speech to the masses (like 7-10 soldiers ) and Liberation of Skyrim is greyed out in the completed quests section of my journal. However:

1) Elisif is still on the throne in Solitude (I'm OK with that actually. ).
2) The diamond-shaped bullet for Liberate Haafinger is not solid (not filled in - still an outline).

WTF?

Elifsif swears allegiance to Ulfric so she's allowed to keep her throne.

Ok then. ...but what about the hollow diamond?

Least that's not the worst thing to happen with the Stormcloak side. More reason why I support the Stormcloak and not the Empire with it's quest breaking glitches

Hmm, did you try talking to Ulfric again? Go through all the speech options, maybe that will trigger it to end. Ulfric has some things to tell you, and releases you from your duties and such. Did you get that from him?

Damn. I'll have to check them before I support the Empire on another character.

I think so. I'll double check, but I'm pretty sure he 'released' me and now he just says, "What is it? I'm very busy." when I walk by him.

I checked: I was finally just made Thane when I went back - other than that all the othe dialogue options were greyed out so I guess the diamond will stay hollow. It's not too surprising since I have the 3 entries for "Collect bounty from Skald." even though I've collected them (known bug).

Yeah, it's probably just a bug :/
