Erm it would seem I have the reporting in bug, I can report in to general Tullius which pretty much does nothing but can't report in to Legate Rikke which is what I need to do for the regaining the pale quest...what can I do?

I was never able to get the Imperial side to work right. No problems at all on the Stormcloak side. It took a lot of setstaging through it just to get over the humps of, like you said, Rikke not having a "reporting in" option when she's supposed to. Sorry that's not much help.

There's several suggestions on the UESP wiki of each sub quest you could try.

I find it quite shocking that bugs like even still exsist I looked on UESP to but all options on there I tried and failed the only thing that done anything was the command to complete the whole reuniting skyrim quest which ain't really an option because I'm sire that breaks other stuff
