I am sorry to be asking this kind of question, but this quest seems stuck to me. I did not advance so I looked into the wiki. I got the quest, went to the cave, supplies are there but no Oscar. I waited some hours, then a day and zero. I looked for him in the nearby montains and nothing. Did anyone come across such a problem? I can't even find the quest id so that I can use the console to end it (I just HATE an open quest not solvable) or how to "summon" Oscar to my presence... Any ideas? I never used the console to cheat like this, but there is no way I will let that silly quest get in my way!

Unfortunately if you have Boone following you Oscar becomes aggressive and Boone will efficiently blow his head off :sadvaultboy:

Nope, no Boone with me. Currently I am going with ED-E and Veronica (she does the tanking to what escapes my sniping)...

This may be a silly question but are you sure you got the right cave? There are three supply cache caves. Oscar's has a fenced in area near the entrance and a sleeping area protected by traps, but otherwise has no monsters in it.

Now it's time to blush: no fences on "my cave", hehehe! I will look for the other 2 and let you know if I can really be this dumb!
