can someone tell me what those 2 small lines are in the power grid of guns or armor

That is your weapon/armour condition, the small arrows in the middle are good condition. When the bar is to the right of the arrows, guns don't jam and do their maximum damage (I think); on armour, it provides the armour's maximum Damage Threshold. (I think)
