Its not that big a deal anymore, a modder could just make an arena now.

Lets see, one is Arena Pacifying and the other is Arena Self Loathing. Two things that don't say "Here is someone to fight"

Sounds more like bystanders for an event than anything else.

I hate this more then not adding...But it seems that Bethesda had a arena Faction Planned out and made factions for them, But I guess they scrapped it.

Nonetheless. Doesn't look like they ever did anything with them. It's not like there's an arena they have sitting in the files.(I cannot confirm this.)

I think it's because they tried to add an arena but there wasn't enough space on the disk or something.

If you did some more reading instead of just posting cryptic nonsense you would have seen that some places in the game are classified under Arena. Pelagus wing, The wolf pit at the fort near Windhelm and Alduin's temple. In other words, it's just a combat flag for certain many vs one scenarios.

Theres no "Pacifist" Bandits if ii have heard correctly.

I would guess it was used for all bystanders to any fights that are started in agreement with the player and said NPC(more or less), or that they planned on having an arena and just keept the files when they decided against it.
