Is it company policy to release broken software?

I understand that all software must have a release date. I have worked for several of the largest software companies in the world and understand that some bugs must be punted. However, "Hunted: The Demon Forge" was clearly released in state that was not ready for public consumption. This game is broken in more ways than I can count, to the point of it being almost unplayable. Essentially, I just wasted $60 on a game that is in pre-beta state.
It is sad that the company responsible for "The Elder Scrolls" series finds it acceptable to release garbage like this. I ignored all the bad reviews and gave it a chance. I will be making sure that every one I know who plays games stays far away from this one...at least for the month or so before it hits the $9.99 bargain bin.
