Concern with new perks in dawnguad

I'm worried about not being able to acquire these new perks due to my characters high level. Bethesda wouldn't punish people for playing a lot and getting to a high level would they?

The vampire/ werewolf trees don't use perks. You do something for example "Fear 25 enemies" And your fear becomes stronger.

It's actually soul absorbs for vampires and feeds for werewolves, and a certain amount will give you a new perk completely unique to that tree.

The new game informer addressed that there are perks linked to them. It was that article that brought my attention when it pointed out it would be difficult to impossible for high level characters to gain these perks. Am I off on this or am I correct.

What the article might have meant is a high level character facing high leve enemies may struggle to kill foes as a newborn Vampire Lord or Werewolf as they'd have none of those perks already unlocked.

Imagine being level fifty and changing over to a new combat style. Say your invested in heavy armor and two-handed and you switch to light armor and archery.(which are at the same level you begain the game with). You'd have some trouble.

of course leveling up these new perks would allow for your level to increase so you can pick new perks.

i thought this also when i first read the article but lord vukodlak is right its saying you will be using a fighting style what is at level 1 fighting people that is around your high level character which would be very difficult.

No, it doesn't work like that. You don't level up as a normal character, but as a Werewolf or Vampire Lord. It's completely separate, so you don't need to start a new character, and you can't go beyond the level-cap unless they increase it as part of the expansion.
