i started a new character. i will play him as a kind of battlemage. So i′m going to use a one-handed weapon and magic, mainly Destruction and Conjuration.

So my question is if i use conjured weapons will my one-handed talent also rise or not?

Yes, you'll get IH credit for bound sword and conjuration credit for summoning it.
