Since you're constantly in need of arrows, I'd go on an expedition just to hunt and find as many arrows as possible. That way you can load up on as many as you can carry and not need to keep going out to find more. However, master difficulty is a whole different beast on it's own. So you'll learn that even finding arrows is much more difficult than it previously had been.
Try to use your blade when possible. Get the sneak perk that cranks up the dagger's damage so you can sneak up behind enemies, slit their throat, and kill them instantly. Don't fire your arrows unless you know you can hit the target. In other words, don't fire at what you can't kill
As soon as your of the correct level, get the Arvhery perk that grants you to find double the amount of arrows on enemies and double your chance of finding your arrows in enemies.
I often use the Ancient Nord arrows because everytime you search a Nordic ruin you leave with at least 250+ of those beauties. They only do 10 damage but they're worth using when conserving arrows is of dire importance because they're found in abundance.
I sometimes leave Dwemer ruins with a healthy amount of Dwarven arrows. Those do 14 damage if I remember correctly. I don't find as many of those as I do with the Ancient Nord ones but every arrow counts.
There's a perk, under archery I believe, that increases your chance of retrieving arrows from slain enemies. There's also another perk that doubles the amount of arrows you find on bow wielding enemies.
Find where these perks are and work towards getting them.
i know where those perks are and they are way up there on my list of perks to get for this character, before i get them seems like it will be a major pain in the neck even if i am only aiming at what i can kill as a wolf takes three iron arrows at this point.
