Does anyone know the console commands for changing how long a merchant takes to respawn his inventory?

Also, wasnt there one to remove an item or add an item to his inventory that COULD be used in the console?

If these arent in NV, is there a way to edit the save file to change the global merchant inventory respawn timer?
