I have played the game with two characters. one completed game and one that has hit level 30.

I have used the console on both. the first character I played on hardcoe, and only used console for fixing glitches, tcl when stuck, and I have to admit movetoqt when I had been to all the places mentioned in the quest. I did not get hardcoe. i don't think it is possible to use the console for anything and get hardcoe.

is that a correct assesment?

After using a console command you can't get any achievements for the rest of the session. If you close the game and re-launch it the achievement system will be re-enabled.

Ive used the console to fix a few problems but ive never moved my character with it. I got the hardcoe achievement upon completing the main quest. However I never got Craft, Caravan or Master of the Mojave achievments even though I did what was required.
