Controls disabled after reloading

Fix: Controls temporarily disabled after reloading Cowboy Repeater while crouched

Saw this in the patch notes after the update a few minutes ago. I haven't noticed controls being disabled with the Cowboy Repeater, but I -have- noticed it with the grenade launcher. Not the grenade rifle, but the one that holds 4 grenades at once. After reloading the weapon, sometimes it takes a few seconds before I can do anything. I can't move or shoot or bring up the pip boy until it decides to 'unlock' me or whatever. During this brief period sometimes my character moves a little on his own, usually taking a stuttery half-step forward.

Still happens with the cowboy repeater for me, except now it's even worse.
