So, after FINALLY solving my dialogue option problem, I've run into yet another one... it seems that EVERY dialogue choice (be it persuasion or opening barter menu) takes extremely long to execute. For example, dialogue choices that update a quest, add a new one, or open a menu need ~2 minutes to actually work. This is especially annoying in the case of merchants, where if I choose the option to trade, I have to stare at his face for ages 'til the menu opens up. Has anyone had this problem before? Never happened til patch 1.3.

Got exactly the same problem when trading with vendors. Opening the list of items takes close to a minute at times. Appeared after the latest patch.
