Copyright law

I was told to seek permission before I start editing the Fallout3 meshes into the Fallout New Vegas. And where to whom do I need to address this issue?

Nowhere, as the answer will be 'no'. If it was contained in fallout 3 and not put into fallout nv, they did it on purpose(to save space, to sell later or etc). They are not going to let their $400 an hour lawyers even look at your question. They have a standing policy of not allowing any assets from their previous games to be imported to their new game.

Case in point, morrowind to oblivion conversions.

Well, I guess technically you could use it for your own private needs if you are not going to share it with anyone else and own both games.

You can do whatever you want with your games.
Distributing resources to people who do not own it isn't allowed.
But who's gonna come inspect your data folder every other day to make sure you're not taking resources from one game and using it in another?
No one.

Its called a file verify.
In case you don't know what they exactly do read this. (A file Verify software is most used in online multi-player game's to verify the files of the game cache in order to stop most common "Modding", "Hacking" and least likely "Pirating".

I doubt that Fallout; New Vegas has one but it might.

And they check every time you start the program so yeah they can.

Isnt using the Geck (Editor) in violation of this law since this is my subject?> My point is that Using the Geck to make your own mod, is it in violation with copyright laws? Like u guys yall been saying yea. So how can it be when the company itself produced the editor to do such a thing? Im lost on this. People has made mods using the content from the fallout 3 likr the FWE fallout wanders edition. I like it but it isnt in violation with the game,so ?

Beth maintains ownwership of anything created by the geck last I checked. Which is why you never see pay for mod threads. (At least unlocked ones)

However, in regards to fwe and the like. If new vegas uses the same files as fallout 3 its ok. If you have to export some meshes from fallout 3 to get your new vegas mod working, its not ok.

No, thats a completely different thing.

Modding is permitted -especially when the tools to mod with are provided by the Devs- the only real restrictions are as follows.

You cannot sell or make money off mods in any way,

You cannot use the provided tools to alter the game code itself, The features to do this are generally removed anyway.

You cannot use assets from one game in another. ie: There were a number of Halo and Crysis themed mods made for Fallout 3 that were removed from the nexus because the models and textures had been ripped straight from their respective games.
You cannot even use assets from another Bethesda (Say Fallout 3) game in say, New Vegas, if those assets are not in the New Vegas files.

Making your own stuff based on those assets is allowed. A mod that converted Morrowind meshes to create that games world in Oblivion is not permitted here and discussion of it is prohibited. HOWEVER, several other mods that recreate the Morrowind world in Oblivion are allowed becuase everything is made from scrath or constructed using Oblivon assets.

Bethesda won't give permission for you to import assets as it's too much a minefield. If one person get spermission and does it, someone might decide they don't need to ask and import meshes from another Bethesda game and it goes downhill from there.

Also, some assets are licensed only for use within the game they were used in.
